The SPLET System has an agreed structure which is founded on the basis of members commitments to each other and to their community. The ability to extend trust or credit is based on the commitments undertaken in adopting the Members Agreement of the SPLET System.
The members agreement sets out the structure which has been adopted, and should make those commitments clear to everyone involved. Members agree to be bound by the conditions of this Agreement.
1. South Powys Local Exchange Trading System is a non-profit membership club whose rights and authority are invested in the Management Group who act on behalf of the members.
2. South Powys provide an information service through which members can exchange goods and services, and maintains a central account of that exchange for the benefit of members.
3. Members agree to the SPLET System holding their details on computer and distributing to other members those details for the purposes of exchange.
4. Members may give or receive credit from each other in the accepted LETS unit called BEACONS which are recorded in the South Powys LETS central accounts.
5. Only the account holder can authorise the transfer of beacons from their account to that of another.
6. No money is deposited or issued. Members may engage in any transaction entirely in Beacons or on a part cash basis, but only Beacons are recorded on the SPLET System.
7. All accounts start at zero. Members are not obliged to be in receipt of any credit before issuing another member with credit from their account. Subject to any limit that may be set by the Management Group.
8. No member is obliged to accept any particular invitation to exchange or to engage in any transaction whatsoever with other members. On leaving the SPLET System however, members with commitments outstanding are obliged to balance their accounts.
9. Any member is entitled to know the balance and turnover of another member's account. The Management Group may also decide from time to time to publish the balance and turnover of all accounts.
10. No interest is charged on accounts. The Management Group is authorised to charge joining and renewal fees in LETS unit and/or sterling on a cost of service basis as the situation requires, and to levy service charges on members accounts at rates assessed in consultation with the membership at regular meetings.
11. The SPLET System administrator may decline to record an account or directory entry considered inappropriate for legal reasons.
12. No warranty or undertaking as to the value, condition or quality of services or items exchanged is expressed or implied by virtue of the introduction of members to each other. The SPLET System publishes a list of the services made available by members, but cannot be held responsible for the actual goods and services on offer.
13. The SPLET System is in no way responsible for the health and safety of any member while they carry out any job or service advertised in the directory.
14. Members are individually responsible for their own personal tax liabilities and returns. The SPLET System has no obligations or liability to report to the taxation authorities or to collect taxes on their behalf.
15. Members have the right and are encouraged to attend any meeting of the Management Group and to participate in decision-making. Members have the right of appeal on all management decisions.
16. The Management Group may act on behalf of the community in seeking explanation or satisfaction from a person whose activity is considered to be contrary to the interests of the membership. They also reserve the right to deny membership to an applicant in exceptional circumstances at their discretion. They may suspend membership in the case of delinquent accounts and in the last resort may remove members from the system.
